Kib has also pointed out that Unleashed Demons is affected instead of 20 second cooldown reductions, the amounts now go 20/20/20/15/15/10. This affects traits like Master Assassin and Quick Shot and their related relics. Instead of reducing the cooldown of an ability by 10 seconds for each Rank from Rank 1 to 6, the cooldown reduction amounts now go 10/10/10/8/6/4 sec. One notable change that did not make it into the post is that some cooldown reduction Artifact Traits have been nerfed. Edit: Blizzard is frequently editing their patch notes, last edits added at 12:30 pm PST. In addition, we datamined support for WoW Tokens being used for Balance, but we are not sure if that is live in 7.1.5.
